No upload ticket was issued and nothing was stored. `extensions.reason` says why (for example `size_required`, `too_large`, `quota_exceeded`, `too_many_uploads`, `door_closed`, `quota_unmeasurable`, `multipart_required`, `heic_not_supported`) and `extensions.quota` carries the numbers the decision was made with: the bytes requested, what is included, what is already in transit for the piece and for the account, and the cap per file. When waiting is what cures it, `extensions.quota.resetsAt` says until when.
